Debate: Is It Time To Relocate The RBH?

The Royal Berkshire Hospital (the "RBH") has a long and proud history of serving the health needs of Reading residents and many from further afield. 

Recent years have seen it weather the ups and downs of leadership and financial challenges and the constant pressure of meeting external standards and targets.

All the while the RBH, having absorbed the workings of the former Battle Hospital in west Reading, has been expanding within the tight constraints of it's London Road site.

But are we now rapidly approaching a point where the continued presence of the RBH at its current location is no longer sustainable?

While the hospital is well served by local bus services, it is apparent to many patients or visitors that the provision for car parking is reaching - or may have already reached - breaking point. 

As a local resident who lives close to the hospital I have often witnessed desperate looking car drivers patrolling the residential streets around the hospital searching for a parking place. And sometimes these visitors park where are are not entitled to - so causing inconvenience and irritation to local residents.

While these pressures are mostly keenly observed on a Monday to Friday, 8.00am to 6.00pm rota, the government's push for 7 day working in the NHS will only further add to these problems.

Other towns may have shown the way to finding a better balance between serving the needs of patients, visitors and local residents: in Oxford, the former city centre based Radcliffle Infirmary was consolidated on a new site near the Oxford ring road at the modern "JR"; in Swindon a similar move was made by the Great Western Hospital to a site near the M4; in Basingstoke plans have been drawn up for a new hospital adjacent to the M3.

Here in Reading we also have a great example of a strategic move of a much loved local organisation which attracted visitors, both local and beyond the borough boundaries, from a historic site surrounded by Victorian terraces with no room for expansion, out to a modern facility near the M4 - this, of course, was Reading Football Club's move from Elm Park to the Mad Stad.

Should we asking the same of the RBH?

It's historic location has no room for expansion and is ill-suited to any further increase in vehicle traffic, so should it now look to finding a new base at Green Park or somewhere similar?

Local residents in Redlands are increasingly saying "time for the RBH to go" and, in doing so, could free up some valuable off town centre land for housing.

Today: Harris Garden Open Afternoon

The Harris Garden on the Whiteknights campus of the University of Reading is open this afternoon, between 2.00pm and 5.30pm in support of Reading Mencap, the local voice for learning disability.

It was established in 1972 and expanded into its current form in 1988. More information about the garden can be found here.

£3 entry to the private walled gardens, which are not normally open to the public, includes a raffle ticket for a £50 garden centre voucher - children's entry free.

Redlands 20 MPH Zone Arrives This Weekend

Alive in Redlands from this Sunday
The much heralded 20 mph zone arrives in Redlands this weekend!

The vast majority of the 128 signs will be in place by this Sunday, 22nd May and the zone will then be activated.

The scheme had been put on hold while anticipated changes in national government regulations were awaited. However, following calls from Labour councillors in January to press ahead anyway, the council was eventually able to move ahead with the scheme.

Evidence shows that most drivers will respect the scheme - and those who don't will find that further enforcement measures will be taken to bolster the scheme.

No doubt others will do their best to claim credit for this scheme in Redlands - as Labour councillors we are very proud to have delivered it for residents who live in our ward.

My Sister, Tirion Morgan, RIP

My mother Joyce and sister Tirion

Sadly in the early hours of this morning, my sister Tirion Morgan, lost her battles with illness.

Tirion was a beloved, kind and generous person who will be missed by many people.

My thoughts are with Roger, her husband, and our father, Ken.

New Whiteknights Scheme Reduces Road Closures

A REVISED scheme to carry out major improvement works to Whiteknights Reservoir at the University without the need to shut Whiteknights Road for four months will go before Reading Council’s Planning Committee this summer.

This week the council submitted revised proposals for an amended scheme which will allow the road to remain open for the majority of the works, minimising what would have been significant disruption for drivers, bus passengers, cyclists and pedestrians. 

Whiteknights Lake is a 70,000m3 capacity reservoir positioned in the main University of Reading campus. While the reservoir sits in Wokingham, it borders Whiteknights Road and by law Reading Borough Council is responsible for it's upkeep.

Council officers are now proposing a revised scheme which not only avoids a four month road closure, but also brings with it significant savings to the public purse. Professional advice is that the revised scheme will ensure the immediate area can cope with what is called a ‘1 in 1000 year’ flood event.

The proposed cost of the revised scheme is estimated at between £ 600,000 and £650,000 which will be covered from planned resources identified in the Council’s capital programme. 

It is anticipated that the works will start in mid-August and be completed early December 2016.
